If you're only going to have a few hours in Salzburg, this is the one place to visit. Lots of quaint (but expensive) shops lining small street with little plazas at every turn. The old town isn't big, but it is packed with charms in every corner. Take a stroll down the alleys, window shop for the famous Mozart balls, enjoy the silence in St Peters Archabbey, stop for a moment to listen to the musicians playing on the street, take a ride up to Hohensalzburg Castle and attend at least one concert!
