I have visited this park only in spring time. I think the best time to head there is from late March to beginning of April, depending of warm and sunny days. Prince Bay Park (or Taiziwan Park) is one of the many lovely parks around the West Lake. Although beautiful in any season, the best time to visit is in March or April when thousands of tulips are blooming. (This time is also extremely popular with local visitors, so don't expect to have the park all to yourself.)
