If you have no other reason to visit this historic hotel, it is the Caesar salad! It was invented here by the Italian immigrant owner over 50 years ago rooms are reasonable, right in the heart of the madness that is Tijuana
If you are planing to spend time in Tijuana and have a place to rest I think this place are the best ! Closer to main places In the Revolucion Street. Rooms are clean, they have a safe box that I recommend to request it because it's not safe be in Tijuana with passport and credit cards.
Caesars is one step above La Quinta and the other tiny hotels that pepper Revolucion Ave. Prices are somewhat higher too. But rooms are relatively clean, and it has the basic amenities. Rooms could use better lighting.
