My colleagues and I stayed in Outrigger in June recently. There was no electricity when we arrived at 4 PM. No water to flush. Sheets stained. Low maintenance. The place looks old, but it works if you don't expect too much. Path with 140+ steps between reception and parking area requires some fitness. They have small dive shop, but dive guide and boat are hired externally. Diving can become expensive, if there aren't more divers.
