My husband and I stopped for a night halt at Camping Cuidad de Zaragoza. Thank goodness it was only one night! Bit like Bagdad but perfect for a one nighter either to or from Santander/Bilbao Ports. Council run municipal site -easy to find. Toilets/showers clean & warm in winter - lots of washing machines & a Mercadona over the road in walking distance. Added bonus of free wifi.
