I had read the read the reviews online beforehand, so I knew overbooking was a possibility and it did happen to me. I had asked for an airport transfer from the hotel, so my driver took me to Boulevard Guest House. At the check-in desk, my driver had a long conversation with the girl behind the desk (all in Azeri, which I do not understand), and then my driver motioned for me to follow him back out and he led me to another hotel about a 10-minute walk away (in the rain, at night). At the other hotel, the front desk clerk told me that my original hotel was full and they moved me to a different location. It was not affiliated with the Boulevard Guest House, so they made me a new reservation at a rate higher than my original booking, and demanded payment in cash right away. I said that I would pay for the first night only, since I had only changed a limited amount of money at the airport and didn't have enough. They were not happy about that, but eventually agreed, but said that I had to pay the remainder before check-out time the next day. Also, my driver was asking to be paid in cash immediately, since we were in a different hotel and they could not add his fee to the bill. It was total mayhem. The next morning when I asked the front desk how much more in cash I was going to owe (credit cards aren't really welcome in Baku, probably due to fees they get charged), he told me to hold off payment, as they had received a call from the owner of Boulevard Guest House and that he wanted to meet with me. So on the third day, Edwin came over, apologized for the confusion, and paid the rate difference between Boulevard Guest House and my new hotel, so it all worked out in the end. Edwin was great, and it really was not a big deal to switch hotels, but I wish Boulevard Guest House had explained the situation to the new hotel with more clarity, so I didn't have such a confusing first night in Baku.
