A short walk from the Tobu train station is Nikko Station Classic. It is very nicely appointed with a small shop right next to the reception desk. Downstairs are the onsen and the restaurant. The hotel is right opposite Nikko station, which is great, because Nikko can be pretty cold and rainy. The Onsen is now free (ie. included in your stay package) and the outdoor Onsen is very nice. Nothing fancy but a well maintened hotel, just in front of the JR station. Clean, with well knowned japanese restaurant attached. Buffet breakfast is free and nice. Hotel has a onsen in the basement. Not Wifi, so you need to ask for a cable, and you can't connect your ipad...

The Nikko Station Hotel Classic had pretty much everything one could ask for in a reasonably-priced hotel in a tourist-heavy area. While not a traditional Japanese ryokan, it offers a lot of the same amenities (and more) that you'll find in the traditional and premium-priced properties. Stayed one night, the room was small but clean and reasonably priced for a tourist town. The service was good, but not much English is spoken. Breakfast is extra which is unfortunate but the hotel hot spring is included except for a small surcharge. I would recommend it if on a budget.
