The hotel Savoy is pretty frumpy. Carpets in rooms are extremely dirty, showers aren't too great and the water heater is in the room and when using it you never knew when you were getting really hot or really cold water, air conditioning has only one option (well at least it was cold, not hot) and we actually had somebody... You know not to expect too much in any hotel in Caracas without paying a fortune, but I found the Savoy had character, it was clean, and above all very safe. Caracas is a strange place. Because the exchange rate varies so much depending on where you go, it's hard to know how much anything costs, from the internet it appears as though every hotel in Caracas is SUPER expensive.
