There's one good point about Hotel Utami: it is very close to the Surabaya airport. Honestly, the place is ok for a one night stay, the place was clean, nothing totally unacceptable like bugs or such. But it should also be noted that we didn't have hot water in the shower, breakfast tasted pretty bad and staff was not especially useful (morning call and pre-arranged taxi to the airport were not ready as expected).
I would recommend checking out the hotel across the street (Hotel Tilamas Juanda) that looked a bit nicer.
