Situated in the northernmost part of Italy, Bergamo sees colder winters, making the ideal time to come in Spring through fall. Winters, although not falling below freezing, are not the high season, with the great exception of Carnival and Christmas is a beautiful time to visit the ancient Roman city as well.
Summers in Bergamo are quite hot with temperatures frequently going up to 85 degrees. Spring and fall bring very temperate weather ranging in the more comfortable 60s and 70s.
There are plenty of annual festivals in Bergamo that may inspire your travel time here. Of course, Venice is world renowned for its Carnival festival "Carneval of Alme", but the celebration in Bergamo is fabulous as well and sees less tourism, therefore making it easier to be active all of the events. Carnival takes place at the end of February with a great parade full of costumes, masks, and music.
In early July, if you can stand the heat, the Celtic Days celebrate the city's earliest origin. Celtic music and cultural showcases go one with gladiator fights and all. Also in the summer, taking place in mid June through the first week of July, is the Summer Dance Festival
The Bergamo Chamber of Commerce will give more information on festivals that you may wish to plan your trip around.
