They pick you up from your hotel. Contact SPB, they have great customer service. No it is not for cruise ship passengers only.

We spent about 3 hours at the Hermitage. Remember it has about 300 rooms so you won’t see everything. All fees were included. Peter the Great and Catherine Palaces were also included. It was a great two days.
