The shrine and gardens have limited access. Show your knees and you don't even get in if you are female. Otherwise you can join a tour to see the gardens etc. It's a pretty place but well over hyped. Certainly wouldn't go out our way...More

Hey the bus to the top b of the Hill, not the middle. We paid 3 bus fares to get there as we were left off twice in the wrong place. Guided tour and a lot of info about the Bahai. Very beautiful and peaceful.

My answer is 99% yes. I have not seen any sign (or heard anybody) informing about days of closure.
