there is a free access to enjoy a city view. One minus point is I dont like the bar which doesnt have windowed seats to enjoy drink and sightseeing. Great hospitality from Japanese elevator helpers

Went here in the late morning. There is a cafe at the top, but food is limited choice. There is also shop selling souveniers.

Why spend $20 USD in the Tokyo skytree when you can come here and get the views for free? There are also signs to point out attractions around the city at the windows.

There are two Observatories in the 45th floor. I took the elevator to the South one. I was able to see many sites from there including Mount Fuji! There was also a gift shop and eatery up there. This activity is free.

it is officially open until 6:45pm So it is better to go there from 4pm and wait for the sunset while having some drinks

Both are good. (if I remember correctly) northern one is better in the evening/afternoon because of the sunset.
