If you are going to Dominica you need to snorkel at Champagne Reef. Lots of fish and swimming in the warm bubbles was so cool.

Apparently this is pretty common...you arrive and the guides announce that the water is too rough. There are a few other places where the water bubbles, and they are in sheltered areas protected from rough water.
