A true must see if you come to Rouen, Lots of history, and the heart of Richard the lion heart, king of England is buried there too which is unknown to many who visit.

Be sure to visit the Cathedrale when in Rouen. It is amazing architecture and history. Beautiful! At night the cathedral is lite and during parts of the year they also have a light show not to be missed.

We went to Rouen as a day trip from Paris. Notre Dame de Rouen just took our breath away. There was a mass in French which we attended a few minutes.

I think morning would be best if it sunny so you see the effect of the sun on the windows. But any time would really be fine as it is such an impressive site. We visited mid morning on a rainy day and it was still impressive.
