Nice visit! There is an elevator and the price (3 euros) was also good. I recommend to go there to know Madrid more.

My wife and I were doing a walking tour around Moncloa and through the beautiful park there. You cannot miss this 'landmark' building which contrasts starkly with the triumphal arch at Moncloa. Not sure it fits in well to the landscape?
