Inexpensive to get in (one Euro). That's about what it's worth. The gardens are only adequately maintained. However, it was quiet and shaded. We spent about 30 minutes here.

this is a great place in the middle of busy Belem to take a minute and observe a piece of nature. Beautiful garden, interesting palace in the back.

I preferred the Ajuda botanical park a bit more - I think it has a lot more variety of trees. So if you visit this park, do visit the Ajuda one too. Its just a 15 minute walk uphill. This park is also cool...
