Yes, you can. We organised a 2 day tour with a private tour guide who was excellent - Ho Van Tam (otherwise known as Captain Tam as he has a dragon boat!) I am not allowed to give you his email address on this site. He got us a ticket for VND 360,000 to visit 4 tombs. We also went to the Royal Palace with him and did a trip on his dragon boat to visit some of the tombs on the Perfume River.
If you don't want to use him, I am sure that you can buy the multiple entry ticket easily when you are in Hue.
