A wonderfully restored monument, filled with treasures from the glory days of the Khmer Empire. Highly recommended for a leisurely visit, but remember to wear appropriate clothing!

I didn't pay to go inside, but the Silver Pagoda looked great from the outside. Actually, the whole grounds looked nice.

The Royal Palace is a good place to visit. One of the palace buildings is the Silver Pagoda (it's the floor tiles that are silver, not the pagoda itself!). With its stunning Emerald Buddha, the Silver Pagoda is a must-see.

We had a half day tour which included the palace and the old prison, but ours was part of our package from Riviera Travel, I am sure your hotel could arrange a Taxi that would carry out this tour while you are in Phnom Penh

You can get in as part of Royal Palace. Be sure to be covered up, no short shorts or sleeveless shirts. They give you a map and you can follow the crowd. Once you get into courtyard area you are free to wander.
