The best way to see the harbor is from a ferry - Star Harbor. They also offer harbor tours. Skyline is impressive on both the Kowloon and Hong Kong sides.

We went on a boat ride on the harbour and saw the beautiful skyline. The view itself is well worth the cost of the boat ride and the activity on the water was great to see.
