We did the self-guided walking tour, in the brochure provided by the Visitor Center (which matches the free app you can download). We took the self guided walking tour and loved it. Seeing the history in front of us was excellent. We saw people taking the guided tour and that too looked like fun. The guides were in period costumes.

We crossed paths with Squire Allen on Memorial Day weekend, as his group came by while we were admiring the Thurgood Marshall Memorial, about 30 minutes into a 2 hour tour. We parked at the Annapolis Visitors Center and discovered that we could tour the historic district of Annapolis and The Naval Academy with the same knowledgeable guide, departing right from the Visitors Center. This tour was lovely! It covered much of Annapolis and we learned a lot.
