In theory you should get a fine view of Niigata from the Observatory on the 31st Floor. However, when we visited it was set up for a private dinner so access was very limited. Assuming you have unfettered access this is a must do attraction in Niigata.Particularly at sunset the views will be spectacular.

This observatory room covers the top floor of the 454-foot-high tower in the Toki Messe (Niigata convention center) complex. I went here at night for a conference reception and then during the day on a solo visit and cannot decide which 360-degree view I prefer. If you are visiting Niigata is a nice view to enjoy. It was a little cloudy but anyway you can see the city. The elevator is fast and you don't feel it ! In the top there is a restaurant we didn't eat...

The observatory Room is a must for Niigata. It is free, easy to access but most important of all, you can view the whole of Niigata. Panoramic views of the entire region with visibility only limited by atmospheric conditions. Occasional flurries of snow limited views in some directions periodically. Cafe there had few options for westerners however.

Did not expect such wonderful view, and for free too! The row of mountains across the sea from Niigata is totally awesome! It was very mesmerizing, and A must-see for any travelers to Niigata!

Located atop the 35 story Toki Messe Building, the tallest building in Niigata City, the is the best view, period. On a clear day the 360º panorama is incredible. Nice views out to sea and over the city, but three quarters of the floor space is given over to a restaurant, a cafe and souvenir shop. You're only looking out from one corner of the building plus what you see out of the lift on the way up and down.
