    Great Night View
We went to the observation deck shortly after 8 pm and it was a wonderful experience. When we first got up there we had a clear view of Sapporo at night in all directions. We grabbed a couple of seats and had a couple of nice drinks. The Sapporo beer and the frozen Hokkaido melon drink were a really nice treat for the two of us. The Sapporo Train Station and mall above it have lots of good signage so it was easy to find the ticket office on the sixth floor which has some nice displays for Lego and a comparison chart of this tower to some of the tallest towers in the world. There were no lines when we went and it was not too busy when we went and while we were up there it snowed for about too which was nice to see. The cost to enter is 740 yen and the drinks at the cafe are fairly priced. There is a stamping station upstairs as well and they will hand you a nice brochure when you arrive that has a spot to stamp. They also have a fairly priced cafe and souvenirs shop. Plan to spend about an hour here and possibly more if you grab yourself a drink.

Take a drink (and a wee) with a fantastic view over Sapporo
JR Tower T38 is Sapporo's tallest and perhaps best attraction. The view over the glowing, twinkling city after dark from 173 meters high is outstanding... a must-see! We grabbed a drink and sat in one of the chairs facing the large panoramic windows—it's like watching a sci-fi movie unfold before your eyes. A funny gimmick is that in the men's restroom, you pee with this view. It can be hard to concentrate while doing so.

Underrated attraction with great city view
This observation deck is just above the Sapporo train station and linked to the Sapporo Stellar mall. Offers great view of the cityscape both day and night time. To get the most value for the visit, would suggest going in just before sunset to enjoy both view for a price of one admission. Unlike other observation tower in other cities, the T38’s observation level is very minimalistic, there is nothing much except for a small gift shop and a cafe. But the biggest draw which no other towers have is their full height window in the Male washroom. It is probably the best view in the world from a public toilet. If you ever want to take a piss ar the world this is probably the closest you can get to doing it legally. Highly recommend visiting this underrated attraction if you have time to spare. It’s a perfect place to get a drink or two and gaze into the city below. Personally feel that the best view is that with the railway line as you can watch the trains pass by below.

We didn't expect much because it was raining and the building is not that tall.

But prove me wrong, we enjoyed our time very much.

There are plenty of place to sit and enjoy the scenery.

The food and drink are sold in reasonable price and taste good too!

I especially love the tea that taste more flavorful than whatever tea you get in a restaurant in Japan.

Got a complimentary ticket after purchasing JR hokkaido pass. Conveniently located around Sapporo main JR station. Views did not disappoint. There is a nice cosy cafe at the tower for light snacks and coffee while you enjoy the scenery.

My expectations were pleasantly exceeded with my visit to the JR tower. I generally make an effort to visit "the tower" in any major city I visit, and often find them to be kitch, gimmicky, crowded and expensive. JR tower was none of these when I visited on this snowy Sunday. Granted, it probably wasn't the best weather for it, but to see the city caked in white turned out to be pretty awesome. There was hardly anyone there so no queues and one could walk around in peace and quiet. The windows are high, clean and are not covered in those stupid stickers that some towers plaster over the windows so views were unobstructed. There is a cafe which I didn't try, places to sit and information on the wall depicting where the city's landmarks are. Truly the best way to get an overview of Sapporo!
Other reviewers have mentioned the men's bathroom - a real treat to find such a pristine clean bathroom with that kind of view. That being said, it's fairly open and there are some pretty high buildings that would have view into the tower with a zoom lens / binoculars so I wouldn't recommend getting too comfortable/exposing too much ;)
I strongly recommend this tower, its not overly expensive (around 750 yen I think) and although I can't speak for how it might be during the rush hours (apparently twilight/evening is most popular), if you strike it lucky with the crowds you are onto a winner.

This is a good way to see an ariel view of the city. However, I would caution that there is a 700-800 yen covercharge even if are ordering. I ordered a drink which itself was quite expensive. The view is nice - but you can also see it for free from some of the parks such as Asahiyama park.

We went there on our second night in Sapporo but on arrival we were informed that the sky was rather foggy. As such, we decided not to proceed and came another day.

Came here again after sinner the next day. The sky was clear and the view is amazing. The cafe on the observatory does not charge exorbitant prices like other skydecks around the world.

T38 closes late so it is a good way to end the night in Sapporo.

The entire view of Sapporo is breathtaking. You can also enjoy the view with some drink available at the observatory deck.

This Eiffel-Tower-like "Sapporo TV Tower" is a great place from which to get a panoramic view of the city. It costs little to take the elevator up to the observatory, and it's a great way to orient yourself in Sapporo. Built in 1957, the tower is 483 feet high. It's located at the east end of the Odori Park, a grassy green boulevard with fountains and statues bisecting the northern part of the city from east to west. It's also just north of the Tanuki-koji shoping district, a covered street of shops also running east to west; which, in turn, is just north of the Susukino district, famous, among other things, for its world renown Ramen Alley.

Well, yeah.. it's one of the best location to get bird eye's view of Sapporo.. but you should know that Sapporo is not a high-rise building city.. so nothing much to see.
You can come here.. have a snack and conversation over nice view. It's just nice but not mind-blowing.

The entry fee is very reasonable: about $7.50 for adults and less for children and seniors (age 60 and over). The viewing area is large and attractive and many walls have information about Sapporo's climate, water supply, and setting. There is a small cafe/bar at the top serving drinks and cakes. Enter the JR tower following signs the Stellar Place mall or use the elevator across from the entrance to the Hotel Nikkei Sapporo and press P8. The 6th floor where you buy admission tickets has a ton of restaurants, should the tower visit make you hungry.
