Wear comfortable walking shoes if you want to walk it all. Plenty of restaurants and stores. Expect wind at any time of the year.

Yes you can....also you can purchase drinks and alcohol on the boat before and during the tour.

They do operate in November but it is wearher dependent. They usually release their schedule about a week in advance for November.
