Do get out of downtown. It's especially grim now with the construction on Nicollet Ave (though due to be finished in late 2017) but the lakes will make you realize why people don't move away despite the mosquitoes and Siberian winters.

Oh yes, in the summer, anywhere that has a patio allows dogs, and will offer water for them, lots of people run and bike with their dogs, there's a dog park over by Cedar Lake too - it's not big, but lots of shade.
