It's funny these are called "falls." It looks like a typical dam. Anyway, still cool to see when in Minneapolis, so just go do it. You can see Mill Ruins park, the Stone Arch Bridge, and the Mississippi River all at once.

The falls are natural, but the skirting over it makes it appear man made. The history is interesting, but it's nothing spectacular to see.
