I think it is. We certainly had to pay a fee (from a machine in the car park) but I think it was only $10 or $12. Definitely worth it. Lots or flies, so if you're going in a warmer season (I was there in May), be prepared!

No opening hours always open. Early sunlight on the Rock is lovely.
