We wanted to see this attraction during our visit to Portland, but when we go to the park, the water wasn't turned on, so we didn't stay.

You get an idea of what it looks like with water but not the full image you will find on the internet. Good for 15 mins.

Nothing spectacular about this Park close to the heart of Portland. Not sure how to rate a Park the size of one block. Block in Portland are small. Again - nice place - enjoyed listening to the water feature

A neat little park in the city. If i had a pillow I could have laid my head down and taken a nap with the sweet sound of the falling water. Check it out if you're close.

Great to walk and soak in the view of the Columbia River. Lots of bridges and fountains to see. People watching is always great and we loved walking on a summer day. Crowded but fun!

If you like the serenity of a waterfall this one pleases abundantly, it's sort of a Portland version of Africa's Victoria Falls.

Visited in April and caught this fountain on our way to the airport. It was early enough on a weekday that there was no crowd. Parking is tricky though.

Yes you can see the fountain from the street. some access for wheel chairs

The park is in downtown Portland,I would be greatly surprised if it was an off leash park. As the park occupies the entire city block and half of that the fountain itself, I am going to answer in the negative. Sorry
