It is a windy road, but well worth it for the views. A few parking spots are available. We went during the day and again at night to see the city lights.

the park is a little hard to find, but offer the best views of the city. Park is very clean, and has a good amount of parking. Not much to do there except take in the amazing views.

Small but lovely Park. Good signage helps you get there. Beautiful covered arbor on walkway from main parking lot, but if you need easier access for walkers/wheelchairs, parking available nearer the top. Follow the signs. Lovely views of Pittsburgh.

The view from The West End Overlook offers a better angle of the confluence of the Allegheny River and Monongahela River as they form the Ohio River than other well known spots. As well as The Golden Triangle.

As long as you were not driving afterwards police would probably not bother you as this is not heavily patrolled, but occasionally is.

Ok, there are facilities, however you have make arrangements ahead of time to use them. Probably with the city of pittsburgh.
