Situated around the Monza race track is a stunning park with lots of areas to walk, run or hike. It's definitely worth checking out if you can.

We had a walk there with our Italian friends and it was a great and very relaxing walk his kids could run around playing while we enjoyed the park view. It had a few restaurants in the park but we didn't not try them.

What staff do you mean? It's a park... But in general in Italy it depends. Many speak broken English but you can get through with it and communicate in some way (italian gestures can be quite helpful).
