There is a $5.00 charge for parking and the gardens are free to visit.

It was $5 usd to park in the parking lot. I did see many people parking by the road for free and walking up to the garden. I was there in June, not that crowded in the garden. I did not go into butterfly area. They advertise a cafe but it is more like a snack/water/soda stand with indoor and outdoor tables.
There is a charge to enter the Butterfly Pavilion. No charge to walk the gardens. Best to purchase the pass that gives you entry to the Butterfly Pavilion, maid of the mist boat, bus shuttle and other attractions as desired. Cost is $45 (Cdn $ pp); well worth it.
I believe the charge for the Butterfly Pavilion is around $13US but as the prior person said the grounds are free and they are quite nice to walk thru.
If you are there for the day you might consider using their bus service and buying pass good for many attractions.
