Thanks to all for your answers! We went there today with a 4 year old and a 7 year old. It was great fun for both! The exhibits are very interesting for the kids and the adults. The interactive features were enjoyed by both kids. Nice day out for all.

I think a 4 year old would enjoy the walk around but probably not as much as an older child.

I think that the outdoor monuments part would be interesting for a 4-year old. Parts of the outdoor exhibits are interactive (press a button and hear a country's national anthem, etc), and some of the elements move (airplanes, cars, space shuttle, etc.) The indoor exhibits are all about the EU and geared towards older children.

Absolutely. I think my daughter was four when we visited and she didn’t want to leave. There are a lot of interactive activities for your four year old and also a playground.

Possibly maximum enjoyment would kick in at about age 6-7. But the trains, the noises etc certainly of interest. Issues about different countries may be lost on 4 yo.
