The best time to see the Northern Lights is from September to late March, when the nights are dark enough. Apart from that there is no specific time that will give you better chances.

Based on what the tour company said, September to March would work. Main criteria besides solar activity needed for the light to be visible is relatively clear sky and no ambient light (darkness). Tromso region in Norway is the location based on my research is the best place.
