Best time to go there is on weekdays. If you will buy souvenirs, you go to Chinatown (much cheaper).
The Market opens at officially at 12 and that's what time I arrived but I suspect many will open before then. It gets really crowded but lots of fun and no hassling if you don't buy. Should imagine weekends busier than weekdays.

As far as I know, the market is open from around 11am to 10 pm every day. You can come anytime during those hours and any day that you see fit during your trip to SG. It gets more crowded in the evening and on weekends. You can walk farther across the street from the other end of Bugis market to Albert Centre Complex to complete your shopping experience in the bustling neighborhood, for they open up more outdoor stalls there selling clothes, accessories, and all sort of bric-a-brac. You can also have cheaper meals at Albert Centre, or go to OG Deptstore, or Fu Lu Shou Complex to look for Chinese souvenirs, or even visit Goddess of Mercy temple nearby..just check GoogleMap or your regular map to figure out your whereabouts.
