Yes, you can drive to the river/lake. There is a large paved parking lot with level paths leading to the water. Follow signs to boat launch as you enter the park, then look for the parking lot off to your left when you get to the water.
There is also a drive which takes you to the top of the mountain. It has been ten years since I've been up there so cannot remember if you can see a nice view from the parking lot or if you have to hike to it.
Yes. The paved road goes all the way to the top with several scenic stops on the way all with parking areas or just room to pull over. Not a whole lot to see. Mostly scenic overlooks. Roadside restrooms at the top. A map is a good idea, but mostly for hiking. Two hours is all the time you'll need.

Yes, it is a large area with accessible facilities such as picnic tables, restroom, side walk. There is shade and lots of open areas for viewing. Lake Tillery can be seen on one side and other towns and wonderful views of the lay of the land from others point of observation.
As stated above the drive up is easy with a paved road, parking lot and walkway. Fall is especially beautiful.
