Generally speaking water temp is
68-72F and comfortable June/July-Sep/Oct, although June & July an overnight NW windswell will lower the temp down to 64F overnight!
Nov/Dec-April/May water is just cold 58-62
The most important factor is wind.
I can be out with 72F sunny day no wind and be comfortable.
If wind picks up and marine layer comes in it is just cold at the beach!

First know the difference in air temp versus water temp can affect the "how cold" it "feels;" if the water is 65 and the air is 62...well u get the idea.
Avg water temp is usually in the 50'sF as I recall from school.
Better you check with a surf report online for current conditions. A week of hot sunny days and it's going to go into the 60's. Water is slow to heat up but also slow to cool.
I'm going off old memory on the temp ranges from when I scuba dove in San Diego growing up there.
