Going to San Fran in September is it really necessary to have a rental car . If all tourist sites are like this buses seem to be available ? Any help with this would be great Thank you in advance.
We didn't find it necessary to have a rental car in the city. Taxis are very inexpensive and lots of public transport options. With cable cars it can be a bit tricky driving if you're not used to it. We hired a car for trips out of the city (Napa, Sonoma). City relatively small so attractions not difficult to get to.
Please do not get a rental car in San Francisco. Use public transportation of taxis. You might end up paying more for parking than some of your meals, you will be driving around forever to find a parking space unless you do valet parking, and you may end up with a dented car and have to pay for damaged!
If you are staying in a downtown hotel and are mobile people, then no need for a car. Getting about on Buses/Trollies/Cable cars is deadly easy. As well as some use on shanksies pony (Feet) We did about 10 miles a day while there for 3 days, but it wasn't hot so no issues. You get to see and feel more whats going on by doing this.
If you are flying in to SFO, and staying downtown, use the BART to get downtown. Simple and cheap option.

We did not have a car while in the city. Nor have we had a car on past trips. However, we did rent a car to go to Napa for a few days. We took a bus tour to Yosemite which was very nice. Parking at the Intercontinental was going to be 50+ dollars a day. We did a lot of walking which we very much enjoyed as we could then partake in more of the cuisine.
Truly, the only reason to rent a car is if you'd like to drive either up to Napa or Sonoma, or down to Palo Alto/Silicon Valley for some reason. Buses and cabs are easy to take, as well as street cars and trolleys. There are bus tours that go to the main attractions in the city. Also, most hotels charge to park a car so really, if you're just going to see the city & attractions like Alcatraz and Muir Woods, cab it into the city and take buses & tours. Have fun!
We avoided taking our car to the Embarcadero Center mostly because the consensus of others in our group agreed that parking would be a hassle.

I would not get a rental car. Parking spaces are few and traffic can be quite congested. We walked all over and took an occasional taxi. The Grey Bus tour offers a hop on hop off deal that can get you to quite a few places. Taxis are reasonable and of course, there is the trolley. Many of the hotels offer shuttle service too. Don't waste your money.
