I actually found the grounds to be very uneven so I recommend sneakers, but if you stay on just the paved areas, then sandals.
Both are fine. It's quite hot so be prepared with water and an umbrella for some extra shade.

Sneakers if you really want to check it out thoroughly. There are rocky and sandy areas that are not conducive to sandals or flip flips or any show with a heel. Any nice shoes may get damaged here unless you stay strictly on the road and that is no fun.
I've gone in both. If you are planning to really walk around and enjoy all the cemetery has to offer, then I recommend sneakers. Also, there are some bricks and stones along the pathways that could cause you to stub your toe. But if you are going to enjoy the traditional aspect of the Victorian cemetery by picnicking, sandals are fine. If you do choose sandals, I do not recommend flip flops. Wear a sandal that straps around your foot.
