I stayed in the "old" Fullon multiple times. The hotel is outdated, breakfast is good (largest choice is in local cuisine). Staff is friendly. I would suggest booking at the Fullon a few blocks closer to the centre.
This is a hotel fully satisfactory for business stays: a comfortable room with a nice city view and a breakfast. But for leisure and sightseeing purposes it has several deficiencies: The breakfast is mostly east asia oriented and to much industrious: i.e. don't expect to find any cheese, satisfactory collection jam, butter, red & black tea which could be demanded by a westerner like me. And as for serving hours which ends at exactly 10:00AM: you are constantly reminded to leave even on Sundays - I don't think I can endure it next time. And if you are planning to take some early starting country tours, Fullon Hotel's branch in Linkou makes it a challenge due to location and you need to consider a hotel in Taipei City for such plans.
It's in Linkou which is further from the city than most want to stay. When I booked it I thought it was closer to the rail. Not a ton of restaurants near by. The staff were super helpful and the room was nice and clean. The 3 stars are really more for the internet was pretty bad and the lack of eating near by.
The staff is quite nice but the room was quite dusty. They need to vacuum and clean the bathroom more thoroughly. The following day, we also did not get another set of toiletries and coffee. It's a good hotel for visiting patients in Chang Gung Hospital but otherwise we wouldn't stay here again. Tip: There's a great breakfast / brunch place next door if you can make out what you want. No English menu though.
