Detailed Reviews
Located very close to Okachimachi station. There are plenty of restaurants and other stores around the area. There is a small cafe on the first floor and you can use microwave placed there.
The room was clean but a bit old and walls were thin. I could hear the noise of the other guests. They provide basic amenities. The wifi was working fine. Would be the best place if you are a budget traveler and want to explore around Ueno.

Odds are, you're at home, planning your upcoming trip. One thing to keep in mind is to check how well your hotel is connected to the various modes of public transport. It saves you quite some time (and money) if you are placed well in the grid.
So, why bring this up? Because this hotel is in such a great spot, close to the main ring and two popular metro lines. The direct neighborhood is quiet but there is a lot to see (and eat and drink) within walking distance.
The hotel itself? It may have dropped a league. The restaurant is closed and the optional breakfast is nothing to write home about. But it is very, very clean. The rooms are small but the beds are fine and the staff is helpful. Unfortunately, it lacks a bar of any kind, so don't expect to meet fellow travellers here.
Got a major deal on the price through one of the booking sites. I'm not quite sure how it measures up to the competition in it's regular bracket, though.

Western style family room was plenty of space for a family of 4 ( 1 pre teen and a teenager). Location is close to Metro, subway and JR lines. Could be walked from Keisei Skyliner Ueno Station. We did this for about 15 minutes walking in the rain. With kids and luggages in tow. It's hard to find a hotel room on Tokyo to fit the while family as most hotels considers 12 and above as adults and would require 2 room for our family. I'm glad this hotel still offers a room that would cater a family with preteens/teens.

This small hotel is located a couple of blocks from the Okachimachi subway and within walking distance from Ueno train station where you can get the Skyliner train directly to Narita International airport (around 40 mins). I stayed as a single person in room 412. The bed is big enough for two people but if you book this room for a single person, they only give you one pillow. The mattress was firm and the linen clean. The room was small but I think that it is typical for a budget hotel in Tokyo. The bathroom is very compact and do not expect a full size bath in which you can relax –the bath was about 1.5m long so you have to sit with your knees bent but still useable. There was a small fridge provided and a kettle on the small writing table with a green teabag. All the TV channels were in Japanese. Storage space for clothes was very limited. There was not a wardrobe or a chest of draws but only a few hangers on a wall rack. I left most of my clothes in my suitcase.
The major problem with the room was that it smelt of old tobacco smoke. Other travellers said that all the rooms smelt like that and the hotel does not seem to have any designated non-smoking rooms. Free Wi-Fi was available at reception but not in the room. The walls were pretty thick and I heard no noise from my neighbours.
Breakfast was served from 7-9am but only a Japanese style breakfast was offered (green tea, miso soup, rice and some sort of cooked fish). No western food was on the breakfast menu - No coffee, toast, cereal or croissants. I have nothing against Japanese food but a coffee was sorely missed. This is an authentic Japanese hotel and was frequented by quite a few locals.

We have been hunting for hotels to stay in Tokyo, and this is one of the best bargains. The rooms we had were semi double and are more suited for the smaller Asian/Japanese built, but other than that it had all the basic amenities. The room also had a pristine clean feel to it. In one sentence, this hotel is conveniently located close to Okachimachi station and in a quiet residential area, and a really value for money place to consider.

Stayed 3 nights in January. I picked it due to the reviews it had. The location is fantastic - tubes nearby and the Skyliner train to the airport. Lots of shops, stalls, activity plus a very full Ueno park all within easy walking. I was worried about the room/bed size - I am 6ft 6ins tall - so I told them that we wanted a western style bed. We got that and it was long enough. Smallish room but I had expected something even smaller. Great toilet that gives you an underneath shower!! Breakfast was Japanese - I liked it but my wife didn't - rice, sheet seaweed, soup, dried fish, green tea. The desk staff spoke a little English so that was fine. We got a free guide - Google Tokyo free guide - and he showed us what we wanted to see throughout one day. An excellent service. The volunteers do it to improve their English. You need to give them a few weeks notice.

The hotel located in a small and quiet alley with JR line, Tokyo metro line and Doen metro line nearby. Easy access by Keisei Skyliner train from Narita airport, and Tokyo monorail from Haneda airport (get off at hamamatsucho station, and transfer to JR line to okachimachi station)
Lots of restaurants, shopping mall and cosmetic shops within 10 minutes' walk, also it was near to Ueno Park where people gathered to see the cherry blossoms.
Room was really small but well-equipped and clean. Ladies can pick some “ladies gifts” such as face masks etc. at the reception when checking-in.
Their Japanese style breakfast seemed attractive but we didn’t try as it was only provided from 9am.
Staff spoke English and was not hard to understand.
No worries if you carry heavy bag as they’ve got lift, YAY!

+1
We recently spent 5 nights in Tokyo and I chose this hotel because it was close to Ueno Station, which is where the Keisei Skyliner train from Narita airport arrives.
The hotel is about a ten minute walk from Ueno station (or a five minute walk from the Ueno-Okachimachi subway stop), on a side street so it's not too noisy at night. There's a flight of steps up to reception, so if you have large cases you'll need to carry them up.
It's not a huge hotel, and our rooms were on the sixth floor (efficient roomy lift!). The rooms are quite small (which is normal in Tokyo) but very clean and equipped with just about everything we needed - kettle, air conditioning, radio, humidifier & fridge. The usual slippers, yukata, shampoo & conditioner were supplied plus a selection of toothbrushes, razors etc in the bathroom (plus a tray of "ladies gifts" at reception - I chose a sponge, shower hat and bath essence).
The bed was comfortable but I was glad that I had taken my own pillow with me (although I believe you could rent pillows of different softness from reception). One thing I would have liked would have been a reading light for each person, but that was a minor point. Unfortunately, all the rooms in the hotel are smoking rooms and ours did smell of nicotine, but they supply an air freshener and after using that and opening the window, the smell soon cleared.
There's a vending machine next to reception, and a washing machine.
We didn't try the breakfast at the hotel as there are plenty of places to have breakfast nearby. Reception staff spoke adequate English and were very helpful, especially with completing the takkyubin form to send our luggage to our next hotel.
For the price (we paid £46 a night per room) this is a great little hotel, in an excellent location - Ueno Park and Zoo are an easy walk, as is Akihabara, and everywhere else in Tokyo is simple to reach by subway.

The Ueno First City Hotel is a very nice small hotel, next to Ueno Park. Metro, train and airport train to Narita are near by, so every corner of Tokyo is reachable with public transport. Rooms are small, but clean. I was fascinated by the very friendly staff of the hotel. Especially when I got the suggestion to try the traditional japanese breakfast once, before I pay for the whole week. I was very glad about this honesty :) Because of the staff I would book Ueno First City Hotel again. It reflects the typical japanese hospitality!
