Hmmm by bus...15 mins. (7.5 pesos) By Taxi...10 mins (80 pesos). Walking - 1/2 hour? to the start of the Malecon. 4 miles maybe? Try Google maps from the Pelicanos to Hotel Rosita; that will give you miles.
