We have had rather mild winters the last two years although we never take the weather for granted. I recommend dressing in layers with a rainproof layer on top. Some tours do get cancelled if there is a snowstorm of course but Reykjavik itself is never shut down completely. As we say here, "there is no bad weather, just bad clothing"
We do have two restaurants in the same building and seven more within a 5 minute walk of us. If you visit the "visit reykjavik" webpage, there is a list of restaurants open over the holidays.
