Hi, just back from Tommy Jacks and before I went was wondering about taking my elderly parents next summer. I'd say that the hotel really isn't suitable as there are a lot of stairs and none of the rooms are on the ground floor. There is no lift due to the age of the building. There are even a flight of stairs to the main entrance so just accessing the reception, restaurant and bar could also be tricky. If you are keen to stay in that side of Bude (Crooklets end rather than nearer Summerleaze) then this hotel 'group' have another hotel just a short way down the road where access is more level and there is ground floor accommodation. Think it's called the Hebasca (not 100% as don't have it's details in front of me!) but you should find a link to it (and another property they have) on the Tommy Jacks website.
