Detailed Reviews
I accidentally got stuck in Sam Neau after my bus from Phonsavan arrived at 3 p.m. Contrary to what Lonely PLanet says, there is NO bus to Vieng Xai at 4 p.m. So I shacked up here. Paid 50,000 kip for a room with a double bed, bottled water, soap/shampoo, hot water, free coffee. Pretty good price for a clean room with a powerful fan and a great bathroom that was clean, in good shape and with lots of hot water and good pressure. No wi-fi, which sucks. You might want to have a look at the surrounding places which all had wi-fi.
The male owner speaks good English, too. The room has a strong bolt and I felt safe sleeping there.
All the hotels are in one strip to one side of the river so it's easy to shop around. I was tired so I didn't bother. For 50K this place is great, as long as you don't care about wi-fi. There is absolutely nothing to do in this town. I tried to catch the 8 a.m. bus to Vieng Xai but it only goes if there are enough people. There weren't so I had to wait for the 9:45 a.m. bus that takes you to the junction by Vieng Xai. You have to walk 4 km or so into the town from there.

On the east side of the Nam Sam River on the road from the airport and the eastern bus station (to Vieng Xai) this guest house is clean, cheap and well run. As a woman traveling alone, I felt safe, there was a lockable cabinet in the room for valuables. The hot water was the hottest I have found in Laos - and in chilly February much appreciated. For 60,000 kip ($7.50) it was also a bargain. It's on the map in the Lonely Planet.
There's not a ton to see in Sam Neua other than the beautiful hills surrounding it and the interesting Vietnamese stocked market. However, it is a lovely sleepy lao town that is no over-run by tourists. If you go on to Vieng Xay, plan to spend the night there, not do it as a day trip, as there is no songthaw back in the afternoon (even though there is one on the schedule.) I ended up chartering a songthaw for 150,000 kip (less than 20 dollars) but there are supposedly a few nice guest houses in Vieng Xay and the songthaws come back regularly in the morning.

This is a fairly basic guesthouse with simple no-nonsense rooms. I paid 70000 kip for a double and thought it was fine. The big selling point is that when they say hot water, they mean abundant really hot water (so hot I burned my foot!). I went into a guesthouse a few doors away and they showed me an absolutely horrible room that was falling apart for the same price, so I think this is a good option for Sam Neua.
There's also a good place to eat around the corner, just near the bridge.

The room on the 1st floor was clean. The shower was providing hot water and working really well. The furniture is old and the beds were very hard, as always. One can hear everything from the other rooms.

We stayed one night in a basic 60,000 kip double room. The room was bright and clean, although the furniture and walls were very tired. The bathroom was another story - the light switch was placed immediately above the shower head making a shower a potentially lethal affair. Add to that a very noisy toilet and no wi-fi (offered everywhere else) and we moved down the road after one night.
