I stayed at Villa Soudan for work in July 2012, and while the room ran me about $100/night and you can easily spend $30 on a meal, the ambiance of the hotel, the attentiveness of the staff, and the quality of the rooms and facilities was very nice. Villa Soudan is a jewel in Bamako! The Staff is extremely friendly and will accommodate you with any request you need. We stayed here for a few weeks while looking for a house to move in. Staff is nice and friendly. During an evening meal at this hotel during the third night of our visit, we were fortunate enough to find this gem of a hotel on the banks of the Niger river. Super friendly staff, stunning view of the Niger, great pool to cool down after a day in the Malinese sun and a location that is nicely tugged away from the BKO buzz: The only drawback is that it's a bit far from the city center and it's hard to get a taxi in evenings.
