Yes there is air conditioning in each room. Wat Satek is a 15 min walk and on the main boulevard. Another 10 walk past Wat Satek, takes you to Koa San or the backpacker's 'mecca' of Bangkok. There are also 3 bus stops (info provided by your hostess) within 5 min walk of Loog Choob that take you to a) the mega malls, b) the palace and c) the river for boat transit. Even with the buses, you could also walk to most of these locations or catch a tuk tuk. Tuk tuks can be found within 5 min walk on each street corner.

I would suggest you contact the hotel urgently to see if they can make alternative arrangements if you are arriving during the night otherwise you'll probably have to wait until staff come on duty in the morning.
