The Serdica metro is the nearest as far as I know. It is 20-25 minutes walk to the hotel. The station is between the Balkan hotel and Zum. There is no public transport near the hotel. You have to walk to Dondukov street about 5-7 minutes for that We did not use public transport but asked the front desk to call a taxi. The ride in town was about 5 leva se only OK or Yellow taxis, the others are a ripoff starting at 15 leva. Enjoy your stay.
