The hotel is located along Shinano River. It's really close to the famous "Bandai Bridge" and the old town of Niigata called "Furumachi". There are many good restaurants and bars around the area. The hotel seems a bit old, but it's quite comfortable.

In order to play the gig in Niigata Jazz street in the coffee shop infront of Hotel Okura, we stayed one night. Recepion was excellent. Location was good. Price was reasonable. Check in 2pm and check out 11am is also nice.
Some distance from the train station across the Shinano River but still walkable to town via Bandai bridge. The bridge lights up in the evening and pathway next to hotel that runs beside the river allows for pleasant jog/walk.

We took the bullet train to Tokyo as we flew out of Haneda. Best to call up the hotel and ask. Sorry I'm not that much help on your questions.
