I'm not familiar with the price level, but English is not commonly spoken by the cast members there. Even in the Tokyo Disneyland Hotel, they struggle with explaining even the simplest things, and we went through 2 cast members and eventually a manager, because we were trying to get our in-room safe fixed. None of them understood the issue, until the manager came to our room and saw the safe himself.
However, the Japanese cast members are extremely friendly, and do their best - I just wanted to notify you, regarding their possible lack of English :-)
