The only difference is Holiday villa is the newer building but the price is high and obviously rooms are a little better compared to Federal villa and rooms have pool view. But it is also a bit noisy (not irritatingly loud) because of the people in and around the pool area. Federal villa is the older building and have garden / partial sea view. Rooms are little old but very decent and obviously priced a little lower. Rooms are pretty quiet though.
Yes all the facilities like pool etc are shared that means regardless where you stay, you can use all the hotel facilities.
P.S. - We stayed at Federal villa and loved it.
